The Far East Russian city of Vladivostok -- "Lord of the East" -- remains the base for the nation's Pacific Fleet, the presence of which, during the Soviet era, closed the city to the outside world in 1958. It was reopened to visitors in 1992. Today, with a population of around 800,000, Vlad (as it is often shortened), has a worldly outlook -- one of its largest employers, the Far Eastern Shipping Company (FESCO), sends its trading vessels to Vladivostok's sister port city of Tacoma, Washington. San Diego, California is Vlad's other American sister city. Adventurous rail riders know Vladivostok as the eastern terminus of the world-famous Trans-Siberian Railway, which starts in Moscow, seven time zones to the west. Thosewho take to the streets once they get off the train are in for another adventure: The city's infamously steep avenues have been compared with those of San Francisco. These highpoints offer often spectacular views of Golden Horn Bay and the Pacific Ocean. The city, the administrative center of the Primorsky (Coastal) Territory, was founded in 1860 as a strategic defensive port; in 1905, it became the primary Pacific naval base when Port Arthur fell during the Russo-Japanese War. The fleet has been in ever since, and visitors will find a glimpse of its proud history at the Museum of the Pacific Fleet, housed, incongruously, in a former Lutheran church. For a real taste of watery warfare, visit the floating museum in the Krasny Vimpel, the fleet's first ship; or climb aboard a World War II-era "Red Banner" submarine (said to have sunk 10 enemy ships), now a photo-filled exhibit center.
